South Devon Healthcare NHS Foundation Trust runs a large general hospital, Torbay Hospital, to serve a catchment area that covers 300 square miles and a resident population of approaching 300,000 people, plus about 100,000 visitors at any one time during the summer holiday season. The main thrust of the Trust's work is emergency treatment. More than 70,000 patients come through Torbay Hospital's accident & emergency department every year.


South Devon Healthcare is one of Devon's biggest employers with more than 3,500 paid staff, as well as hundreds of volunteers. Established in 1991, South Devon Healthcare was one of the first NHS trusts and was authorised as one of the early NHS foundation trusts in 2007, and has a large public membership.


Torbay Hospital staff had been using licence-free radios to accommodate the communications needs of some its departments. Premier Communication Electronics offered to conduct a site investigation to ascertain whether the use of digital radio would be a more appropriate and efficient form of communication between mobile members of staff.
